A: That not Norton Antivirus.... It's Anti Virus 2009. It's a fake antirivirus. And is the one causing the problems in your PC. Remove it. In reality that Antivirus 2009 is a malware. Meaning it's actually the one that's causing the problems but making you think that it was other viruses, malware and stuff. To remove it, do these things.... Well, first download Clamwin Antivirus : http://www.clamwin.com/ Then this one : Malwarebytes Anti Malware (Ironic name isn't it?) : http://www.malwarebytes.org/ Then use them. I'm quite sure it will remove that fake antivirus. It removed mine. =) They're also free. So no need to pay anything either. =)
